Jeff Oliver brings over two decades of hands-on experience in mechanical systems and pressure vessel safety to his role as BPV Supervisor for Northern Nevada. Since joining the State of Nevada in 2015 as a Boiler and Pressure Vessel Inspector, Jeff has demonstrated a deep commitment to public safety and regulatory excellence. In October 2019, he was appointed as Nevada’s representative to the American Society of Mechanical Engineers (ASME) and the National Board (NB), where he contributes to national standards and best practices for pressure vessel oversight.
Jeff stepped into his current supervisory role in December 2022, leading inspection teams and ensuring compliance across Northern Nevada. Prior to his public service, he spent 17 years as an installer and technician with a local mechanical and plumbing contractor and also gained valuable field experience with a mechanical contractor in Colorado.
With a strong construction background, military service, and academic studies in chemistry at the University of Nevada, Reno, Jeff combines technical expertise with leadership and a passion for safety in the built environment.

Stephen Subia serves as the Elevator Safety Supervisor for the Mechanical Compliance Section, bringing over five years of specialized experience in the vertical transportation industry. As a Qualified Elevator Inspector (QEI) certified by NAESA International, Stephen is dedicated to upholding the highest standards of code compliance and public safety across both commercial and residential properties.
His technical expertise spans hydraulic, traction, and machine-room-less (MRL) elevator systems, and he is known for his collaborative approach with building management and engineering teams to proactively address safety concerns and regulatory requirements. Stephen’s meticulous attention to detail and unwavering commitment to safety are the foundation of his leadership and inspection practices, making him a trusted authority in elevator compliance throughout the region.
